人事評価表はＡ４紙　１枚におさめよ

(管理職・被評価者がクタクタに疲れ果てたＡ社）

Ａ社は従業員１３０名の製造卸売業。３年前に○○総研というコンサルタント会社に依頼して、人事賃金制度を導入しました。若手コンサルタントを中心に５名ぐらいのチームで行ったものでした。その人事評価は高度な精度が要求される内容で、総務担当者でさえもなかなか理解しづらいものでした。

そのコンサルタントの方針は以下のようなものでした。

◎公平性・客観性の担保こそもっとも重要です。
◎人事評価の結果（ＳＡＢＣＤ）はしっかり本人にフィードバックすべきです。
◎誰がやっても機械的に賃金決定ができる仕組みにすべきです。

この方針にしたがって、３年間、Ａ社の管理職・被評価者は真面目に取り組んできました。しかし、現場からは‥

「制度が複雑すぎて手に負えない」
「こんなに時間をかけても本当にいい評価ができない」
「経営環境の変化が激しいので評価表を常に見直す必要がある」
「制度が細かすぎてうまく説明できない」

など、悲鳴にも似た声があがっていました。

（大手企業のモノマネをしてはいけない）

真面目な企業は「客観性や公平性が重要なので基準が必要だ」ということで、職務分析をして細かな評価基準を作ったり、「人事考課者訓練」を導入するなど必死に「客観性」「公平性」を担保しようと試みます。

しかし、多くの中小企業では、同一の事業所内で社長から一般社員までが一緒に仕事をしています。そのため、評価者は日常の部下など各社員の仕事ぶりに接し、各人に対する上司としての評価がすでに終わっています。つまり、実質的に点数や評定などつけなくても「評価」はすでに済んでいるのです。

大手企業は社員数が多いため、日頃顔も見たことのない社員を評価する必要性からも、精緻で汎用性のある評価システムを考えざるを得ないのです。

一方、中小企業では社員数が少ないため、営業中に商品の配達を手伝ったり、製造現場の応援をしたりと一人が複数の部門にまたがって仕事をこなすことが頻繁にあります。各社社員の業務分担が比較的明確な大手企業とは異なります。中小企業はヘタをすると一人１枚の固有の人事評価表という状況になりかねません。

結論として大手企業のモノマネ人事制度は絶対に避けるべきであり、中小企業は中小企業らいしい評価のやり方を実施すべきなのです。

（評価表はＡ４　１枚にすべき）

評価から賃金を機械的に決定し、しかもその仕組み・結果を社員に明確にすることは大変難しいです。多くの場合、完璧な合理性が説明できないため社員から不満・文句・反撃の材料を与えることになります。また、評価の結果・ＳＡＢＣＤの格付けはいちいち公表する必要もありません。

人間の評価というのは、Ａ評価の人はずっとＡ評価であり、Ｃ評価の人はずっとＣ評価なので、その評価がアップダウンすることはあまりないと言ったら言いすぎでしょうか？ずっと力を発揮できない場合は、配置転換をするか、辞めていただくなどの違う対策が必要と思われます。

ですから、フィードバック項目（改善項目）だけを伝えるべきです。「君はこの部分はいいが、この部分は悪い。だから、このように改善してほしい」という面談は節目でしっかりと実施すべきです。

結論として、中小企業はたくさんの評価項目を設け、点数化することに慎重であるべきです。もっと言えば、Ａ４の紙１枚程度で十分といえます。あまり項目が多すぎると本当に改善してほしい重点ポイントが曖昧になる恐れもあります。

Ａ社のように人事制度を運用することに疲れ果ててはいけません。経営にはもっともっと大切なことがあります。
